fix: disable ErrorActionPreference Stop around npm calls

PowerShell $ErrorActionPreference="Stop" treats any npm stderr output
(warnings, progress) as a terminating NativeCommandError. Temporarily
switch to "Continue" during npm install and check $LASTEXITCODE instead.
