build(portable): 把 OPENCLAW_VERSION 拷进 portable/ 让 U盘用户能读版本 + Start.bat 转义修复

setup.bat/setup.sh 打包时把版本文件 copy 进 portable/,U盘用户脱离 repo 根
也能读到版本号。Windows-Start.bat 修 cmd.exe 把未转义 ) 当块结束的坑(加 ^ 转义)。
