dongsheng123132 d35cf65727 fix: remove fallback to bare openclaw.mjs after dashboard exits

The `|| openclaw.mjs` fallback ran when dashboard exited with non-zero
(e.g. Ctrl+C), triggering "Control UI assets not found" error message.
